Reporting a Safeguarding Concern
Your voice matters. If you see something, say something. We are here to listen and act.
Introduction
The well-being of every individual in our athletics community is paramount. Team Athletics St. Vincent and the Grenadines (TASVG) is committed to ensuring that everyone feels safe and empowered to report any concerns about misconduct, abuse, or harassment. You do not need to be certain—if something feels wrong, it is right to speak up.
All reports are taken seriously, handled confidentially, and without prejudice.
Step 1: Is It an Emergency?
If a child or adult is in immediate danger or requires urgent medical attention:
- Call the Emergency Services immediately at 911 or 999.
- Then, inform your club official or the TASVG Safeguarding Officer as soon as it is safe to do so.
Your priority is always to ensure immediate safety.
Step 2: How to Report a Non-Emergency Concern
If there is no immediate danger, please follow the process below. You can report a concern about anyone, including an athlete, coach, official, volunteer, or parent.
Option A: Report Directly to Our Safeguarding Officer (Recommended)
This is the fastest way to get a response and support. Our Safeguarding Officer is trained to handle these situations with sensitivity and discretion.
Contact the TASVG Safeguarding Officer:
- Name: Delcia Stay-Layne
- Phone: +1 (784) 529-7323
- Email: [email protected]
What to expect when you call/email:
- You will be listened to patiently and without judgment.
- You can report what you have seen, heard, or are feeling concerned about.
- The Safeguarding Officer will guide you on the next steps and may ask questions to understand the situation fully.
- Your conversation will be confidential.
Option B: Use the Online Reporting Form
If you prefer to report in writing or wish to remain anonymous, you can use our secure online form. This form is based on the official TASVG and World Athletics reporting template.
The form will ask for:
- Your details (optional if you wish to be anonymous).
- Details about the person you are concerned about.
- The date, time, and location of the incident.
- A detailed description of the concern or incident.
- Information about any witnesses or other people involved.
Step 3: What Happens After You Report?
We follow a clear and structured process to ensure every report is dealt with fairly, thoroughly, and safely. The flowchart below outlines the journey your report will take.
Our Guarantee to You:
- Confidentiality: Your report and identity will be kept confidential, shared only with those who need to know to manage the concern.
- No Victimisation: TASVG will not tolerate any form of retaliation or victimisation against anyone who makes a report in good faith.
- Support: We will provide support to all individuals involved, including the person reporting the incident, the person affected, and any others involved in the process.
- Updates: You will be kept informed of the progress, respecting the confidentiality of all parties.
The Reporting & Investigation Process

Key Steps Explained:
- Assessment: The Safeguarding Officer will review all available information to assess the level of risk and determine the next steps.
- Referral to Authorities: If the concern indicates a potential criminal offence (e.g., physical or sexual abuse), it will be immediately referred to the Royal St. Vincent and the Grenadines Police Force and/or the Child Development Division. TASVG will cooperate fully with their investigation.
- Internal Investigation: For concerns that do not require police involvement (e.g., breaches of the Code of Conduct, “low-level” concerns), an independent person will be appointed to conduct a fair and thorough investigation.
- Outcome & Support: The findings of the investigation will lead to an outcome, which may include disciplinary action. The well-being of the affected person remains the central focus throughout, and support will be provided.

A: It is always better to report. Let our trained Safeguarding Officer assess the situation. Don’t stay silent with a concern.
Q: Can I report anonymously?
A: Yes, you can use the online form without providing your name. However, providing your details can help us if we need to gather more information to proceed effectively.
Q: What if the concern is about the Safeguarding Officer?
A: Please report directly to the TASVG President or use the World Athletics reporting channel at [email protected].
Q: Will I get in trouble for making a report?
